How to Spot a Houston Roofing Scam

Houston, Katy, Conroe, and The Woodlands are all prone to roofing scams, particularly, after a heavy hail or wind storm. When Hurricane Beryl hit north Houston, scammers showed up fast. For example, people paid up front and never saw the work done. In Richwood, a man hired someone to fix his roof after Beryl. He paid thousands, but the job wasn’t finished—and now his home faces a $17,000 lien. These cases show why you must watch for scam signs right now.

Texas Roofing Laws

In Texas, roofing contractors don’t need a state-issued license to work—no license, no test, no oversight from the Texas Department of Licensing and Regulation. Many trustworthy roofers, however, voluntarily get licensed through the Roofing Contractors Association of Texas (RCAT), which requires experience, insurance, bonds, and passing exams. Importantly, a roofer can’t act as both contractor and insurance adjuster on the same job—that would violate Texas insurance laws.

If a roofer scams you, Texas law gives you multiple protections. First, you can file complaints with local law enforcement, the Texas Attorney General’s Office, or the Roofing Contractors Association of Texas (RCAT) to report the scam and seek redress. You may also have the right to cancel contracts signed at your home—if signed in person, Texas law provides a three-business-day “cooling-off” period during which you can rescind the contract without penalty.

Additionally, if the contractor offered to waive your insurance deductible—which is illegal under Texas law—you can report them and face potential criminal charges of a Class B misdemeanor, punishable by up to 180 days in jail and/or fines up to $2,000. If they improperly handle or negotiate your insurance claim (acting like a public adjuster without a license), that’s also against the law—and can be reported to the Texas Department of Insurance. These actions help protect not only your home but hold bad actors accountable.
